General workflow to use RDS for MySQL

Typically, you need to complete the following steps before you use an RDS for MySQL instance.

1. Create a RDS for MySQL instance
2. Configure an IP address whitelist for an RDS for MySQL instance
3. Apply for or release a public endpoint on an RDS for MySQL instance
4. Create databases and accounts for the MySQL instance.
