Use the RDS backup tool to decompress a MySQL backup file in Windows

Background information

1. Download and decompress the following package to a local directory.
   RDSBackup.rar
2. Place the downloaded MySQL backup file in the decompressed RDSBackup folder.
3. Double-click RDS.bat in the dialog box that appears, press Enter key.
