原来默认的API路由为：

routes.MapHttpRoute(

修改routTemplate：

routes.MapHttpRoute(
name: "API Default",
routeTemplate: "api/{controller}/{action}/{id}",
defaults: new { id = RouteParameter.Optional });

恢复正常。
